Your bucket of data is filled up at the ISP or Cell tower well. The Mobile data is limited, because profit. The wifi data is also a bucket, not a well in your analogy, and your home ISP is the actual well. They just let you take as much as you want.

Using the "water" analogy, mobile and wifi data are two separate faucets, your mobile data is what comes out of the mobile data faucet. Period. There is no way to make what comes out of the "wifi data" faucet count towards what comes from the mobile data faucet, or vice versa
