As we all know, the harder a ratio system is, the more uploads and better seeding the site has.

That in mind, RED should have upload only counting for half. Upload 500MB to others, and you receive 250MB of buffer. Had they done this from the start, the tracker could now have two million torrents and twice as strong 0/1/0s.

It doesn't make the tracker a better place. There's simply too many torrents and the DL restrictions are too strict. It's that simple. You can't have that many torrents, those conditions and expect people to survive simply by downloading music they're interested in and sharing what they think deserves to be shared.

The problem you're describing is caused by the way the bittorrent protocol works. Fast connections are preferred over slow ones, which makes sense.
