They're cheap plastic wheels, often manufactured for a couple of cents in China. People sell as toys to help ADHD people focus, despite no medical professionals giving any sort of opinions on them at all. Kids have picked them up because it's plastered all over YouTube to sell the cool image of them.
Many schools have banned them because they don't help people focus or calm down at all, they fucking distract literally everyone in the room because they make a VSSSH noise and the kid spinning it is clearly not focusing. People say it's addicting, but I've held one, spun one and I gave it back, it's a dumb fucking fad that everyone has to follow because it's popular. Don't pay any attention to it unless you're calling it autistic.
