I think it's localization however in order to disable the botnet you need to download installation files for selected eastern European countries which automatically force you to use native language for the selected country during installation. Simply changing the region after installing W10 won't do the trick although you can change the language later. Literally go type in Microsoft Live countries and go download W10 installation files for any country that isn't on the list. No cortana, no random data sent to MS.

I did it by disabling the process and then quickly deleting the folder that I took ownership off before the process restarted and took control of the folder again.

This also killed windows search as well though.

i installed w10 ent yesterday after being on w10 ltsb 2015 for ages. it took 5 minutes to remove the appx bloat and set up a quick group policy. the benefit of being on a non-lts build is that you can install the new linux subsytem for ultimate comfy. i'm not seeing any downsides at all desu,
