I have something similar on my Sapphire R9 280X
one of the fans broke and replacements wouldve taken too long to arrive (not cheap either) so I bought a couple cheap 92mm fans from ebay, drilled some small holes in the shroud and secured the fans in place with some stolen cable ties. Strangely I didn't think to use more cable ties to secure the fan cables so they're floating around inside my pc.
coupled with replacing the thermal paste (necessary since I couldn't remove the shroud without removing the heatsink) it works much better, now much quieter though runs hot - 30C above ambient at idle

I just recently altered this stock fan on my CPU as it was horribly loud about 9 months from building. I removed the black plastic fan part, just clips off by hand, and unclipped a master cooler fan, again just the plastic fan part, and since switching out just that horrible stock fan my computer is soooo much quieter and CPU is idling at 25-30 again.
