Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with exceptionally good stock coolers. (with the exception of the 1600X) consider using them over any sub 35USD cooler.

Yes it is. Even then a lot of users go for a 1600 or 1700 still because they might benefit from more cores better, but the 7700k still bests anything at high framerate and also some productivity software like Photoshop and such (anything that doesn't scale well from threads)

Thermal paste helps thermal conductivity, it has no relation whatsoever to brand
I could slap thermal paste on my hard drives and stick heatsinks to it and the heat they produce would be better dissipated
There is very little difference between cheapo thermal paste and $10 thermal paste tube, so just get a $4 stick or such and you're good to go. Peanut or line method are the best because if you spread the paste yourself you're gonna create air bubbles in there, whereas letting it spread itself when you're sticking the heatsink in there will make it spread normally

Like this. I've monitored GPU temps, those are fine, custom fan curve helps a little, but it still hangs. I suspect either mem voltage is low (freq too high) or VRM reach 110C or something, there are no sensors on them.

Basically it seems I can go this or go for a $800-$1000 build with a much weaker b350 mobo+2666ram+1060 etc. I rather spring for the extra $600ish and get something nice over a budget build desu. Probably shouldn't have said a budget build initially. It just doesn't seem worth it for the initial cost of entry.

The 1070 looks worth it despite sticking with 1080/60fps for at least two years at high-max. I'm well aware futureproofing is impossible. But those seem to be my two build options. I also already have a 500GB SSD and OS covered.

The RAM looks to be a $10 dif from 2666 to 3200, unless you have another series you think would be a better alternative.

This is terrible. Here's a build for you :

Ryzen 5 1600 or Ryzen 7 1700 (they both come with a good cooler, don't buy a cooler)
2x8 GB RAM, minimum 2666mhz, higher is better but 2666 is still good, below that is bad for Ryzen.
Get the Gigabyte AB350 motherboard (whether ATX or mATX), it has dual BIOS so if you mess up and brick it you're not forced to send your mobo back.
You need a SSD, get a Samsung EVO 250 GB.
1 TB is not worth it, aim for 2 TB. Western Digital blue still.
Your 1070 is overpriced, aim for one at 350 bucks or so. Ganax/KFA2 for example is great and never talked about, theirs are cheap and good quality.
Case is fine.
You're overpaying for that PSU especially if you don't plan on overclocking, get a bronze or gold one from EVGA that is not over 100 bucks.

I don't know about AUS prices, so do what I just told you and we'll see how it looks like. What you did is utter shit seriously.

1070 is probably overkill too if all you want is to play at 60-75hz. A 1060 6GB will serve you very well, hell even a 1050 Ti will serve you well for now, then you can still buy a new GPU in a year or so when things have calmed down with the miners etc.
If you're tight on budget you can also put the HDD on hold and just get the SSD for now.

As to how much you can raise it safely, most Nvidia cards in the last 5 years or so you can just go ahead and max that slider out because the BIOS has a limit you won't be able to exceed no matter what you tell it to do. For AMD, you can overvolt them so check first what the max safe voltage for your card is.

G4600 is only $5 more expensive but offers 100MHz more and upgraded iGPU which is nice since you won't have a dedicated GPU.
Mobo is cheaper and imo better. RAM doesn't really matter but since G4600 natively supports 2400 i'd go with it.
Added a small SSD for OS and maybe 1-2 programms. The 50-60 bucks are worth it, you don't want to have your OS on a HDD in 2017.
The Roswill case doesn't look as disgusting and has two fans instead of one for the same price.
The rest if fine, both builds are fine, the choice is yours.

6-8 GPUs that you can get (RX470/80, RX570/80, GTX 1060/70, etc.) preferably the same team (e.g. all AMD) but not required. It just makes the scripts and tweaking a little easier. For AMD cards you'll probably want custom ROMs to flash for better mining performance so dual BIOS cards are nice to have.

Forgot, you'll probably want some kind of wireless dongle. Should be USB and have decent signal strength wherever you're going to put the rig.

It's also nice to have a power button/switch attached to the mobo headers to make it easier to turn on/off/reset. Some mobos will have a switch on the board so you could just use that.

In a similar boat to you, I decided to wait until the Ryzen revision and to see if Intel will actually get their shit together. If not I'll make my first AMD build since 2005.

For some reason, it won't let you download GeForce Experience unless you're on a desktop. Well, like most websites, it assumes if you're on a desktop or mobile by the resolution. So often if you don't have drivers installed, you're stuck in a lower resolution until they're installed, or if you fuck with the settings. It's the last thing in the world that should be picky about if you're on a god damn desktop or not if it's going to judge by the resolution.

One more note, if you use 2 PSUs it is helpful to use an adapter to link the two mobo headers partially together. This will allow them to turn on simultaneously. You'll also want to ensure that the power to the PCIe riser and to the card come from the SAME PSU otherwise you may cause ground arcs and fry your shit.

I also recommend no more than 2 connected SATA power connections per cable from the PSU. They simply cannot reliably handle 3 or 4 unless they're particularly low gauge. If your risers use PCIe 6-pin then you should be fine. If they're molex make sure your SATA adapters are not the molded over kind that cause housefires.
