I've got an old old old i7 920 (2.6ghz) that's still chugging along just fine.
It's paired with a just as old 6850.
Unfortunately it's showing its age and fallout 4 is framey as Hell.
My question is: is it worth it to just upgrade the GPU or will it be bottlenecked by my 7 year old cpu?

Going by passmark a stock clocked 920 is about 10% slower than a A10-7870. So looks like ~40fps average on medium. I don't know if medium includes any CPU heavy features that could be turned down more, or if they've optimized the game since then.

the game is cpu heavy as it uses a shit ton of draw cells for the high shadow render distance
your gpu isn't that good but it's not like a new gpu is going to solve the cpu bottleneck

see if your board supports xeons, then get one with an unlocked multiplier and oc the shit out of it. then get a 290 to go with it
cpus to look for: x5687, x5670 etc
the quad cores overclock a little higher, but if you'll use 12 threads get the six core
I'm using an x5687 at 4.7ghz and it's sweet
i have the same cpu, i upgraded my gtx 275 with a r9 380 2gb and it runs all the games at 60 fps on high.
My phenomII x6 1055T is running at 2.3ghz with turbo turned off and paired with a 750.
I'm playing fallout 4 at 1920x1080 all settings on medium at a stable 60fps.
This old CPU is a real workhorse it turns out, I just wish I could overclock it, they're known for being really overclockable with speeds of 4.2ghz often attainable but mine must have almost been a reject because it barely OC's at all before becoming unstable. Shame.
