I'm saying this as someone who just upgraded from an fx6300 to an i5 6600k. If I was super budget limited, I'd get the best i3 I could afford. The new i3 6300 is 3.8ghz stock, has 4MB cache and is hyperthreaded.

It's a 970 chipset mobo that supports multi-gpu for dirt cheap. I've had multiple AMD Biostar motherboards that worked perfectly fine.
