I had Adobe Acrobat Pro which does that, but I uninstalled it since it was taking way too much space and I basically never used it.
Adobe reader. if you use anything else you will eventually have to install adobe at some point anyway, due to nothing else supporting pdf 100%. such as the secure pdfs that download the content when you open them

Libreoffice Draw can modify PDFs element-wise. You can pick text fields, pictures, etc. I wouldn't bother modifying PDFs myself but you can give it a try.
What I do is I convert it to SVG using Inkscape, edit the SVG code (I use Sublime Text for this), and then convert it back to PDF using Inkscape again.

I have to use blueberry pdf its very buggy but does its job (text wise)
