Website rebuild and minor redesign, part 2

I am rebuilding the site, to make it load faster, and be a bit more user friendly.

Major goals:
-Site loads the correct parts table for your country, if the country is covered (previously loaded the US by default)
-Site loads faster (previously ~30 seconds, now ~6 seconds)

Minor goals:
-Site is more mobile friendly, and more friendly to those with smaller resolution screens

Previous bugs/issues that I have tried to fix:
-Header floats and takes up too much. Header now no longer floats.
-People do not like ipinfo (and have it blocked). Changed to ip-api.
-People with uMatrix addon installed disabled ipinfo. Site now defaults to loading the US if uMatrix blocks it from finding your country.
-Titles not correctly aligned. Should aligned now.
-Table was too wide. Should have a max width now.
-Weird white space under the video section. Fixed.
-Some images do not show in the popup when you hover over some parts. Fixed.

Items that I have added to the to-do list:
-Provide better fallback for users who have javascript disabled.

Ok, I understand. The old table, when squeezed, would stack the cell text, pic related. People complained that it looked really ugly, and that there should be a fixed minimum width.

In the new table, I added a minimum width.

It would be cool if, when hovering over things, it would intelligently decide whether to show the tooltip thing below or above.

Sometimes it gets cut off and you need to scroll down when there's perfectly usable space above.

Many people would be using dual-slot cooler GPUs, I assume.
As noted a 5820k forces the 3rd slot to 4x mode due to its limited PCI-e lanes (I assume).

Some unsubstantiated forum posts from quick googling say that 16x/4x or 8x/4x does cause performance issues, but I haven't found definitive benchmarks.

It's best to err on the side of caution.

5820k has 28 PCIe lanes. With a 5930k or 5960x it will have full bandwidth (40 lanes), but with the wifi card installled with the board will take bandwidth. As will the SSD if an M.2 PCIe X4 ssd is installed.

It's less of a mobo problem and more of a CPU problem, although a more expensive mobo should support at *least* 8x/8x. Note that with stuff like M.2 Key M and other PCIe peripherals, you'll have even more bandwidth issues.

The expandable component info at the end is often taller than the screen. While easy to navigate when all are collapsed, its a clusterfuck when you expand most of them.

Add a collapse button the the bottom of each section, so you can close it after reading, without having to scroll up

Most people stated the boxes being too big and such. Liked that there are other country prices but some need different motherboards as they can't be used as a recommendation everywhere. i.e. Brazil getting some R$1k - 3.5k recommendations.

Announcements frame not aligning properly on phone tried different browsers and landscape/portrait with the same results.

Don't use so freaking many external css, scripts, frames etc.
You know tinfoils on /g/ use RequestPolicy, NoScript, uMatrix.

Try and keep the amount of stuff you need to whitelist to make the site usable to a minimum.
And don't use Google Botnet stuff like gstatic.com
