There's a fix you scrublords. Go to the 3dguru forums. Check the Fallout performance threads. Someone found if you grab the previous drivers .dlls and throw em in FO4 folder, it clears all issues up.

I really like that they FINALLY added custom resolution support. I can now make a custom 48Hz resolution for video playback and have it actually work properly.
I know CRU exists, but using CRU makes FreeSync stop working entirely while the resolution exists, this actually works.
They added quite a few features that I like.

Your card is outside of the GCN range. But I mean if you hadn't changed your drivers you should expect variation. Try running the benchmark a number of times and seeing how it varies.

In most cases one size fits all, you have one driver for all current CGN desktop cards, one driver for most laptop GPUs and varying drivers which you usually get from your OEM if your card is a special snowflake, and Legacy drivers for older cards.
Nvidia does the same thing.

They have bad QC though. Most if the cards are awesome but sometimes the cooler is not flush on the die. In europe around 10% if the reviews have that problem so maybe around 2% of the buyers.

this is one of the reasons I go with Nvidia.
I can still use my decade old Geforce 7000 series, or FX card on a new distro, or Windows.
but you get all the drivers without registration.
you only have to register if you want "the leatest" which includes optimizations for the latest title.
with that said I installed Black Ops 3 when it came out, it warned me to update drivers, and I downloaded them from nvidia.com without any registration...
have a 7870 that is said to have GCN but the hw encoder sucks (for Xsplit/OBS/encode), only one game had Mantle support (BF) and it was stuttering like crazy if I enabled it, etc.

Nvidia purposely moved a lot of hardware features into the drivers. Intentionally neglecting a card that requires additional driver work to work to its full potential is the same as gimping.
Ok, point taken, but saying that powercolor is flat out shit for this is kind of stupid. Every vendor has had multiple faulty pieces of hardware in circulation. It's just a fact of life that is not even limited to complex electronics.

And you think Nvidia was updating drivers for Fermi? All they do is include the old drivers with a bumped up version counter, and that's it. They had zero improvements. Heck they get zero improvements the second the next gen cards are out, sometimes they even get gimped so the next gen cards look better.
If anything, AMD is lucky that GCN lasted so long, since optimizations they make now will affect the 7000 series too. That's why they can rebrand the same card for 3 years and still have it perform on par with the competition.
Arctic Island will be a GCN dieshrink from what I heard, so it'll be around for a long time too.
