It's free because it was made by hobby developers in their free time.
So, they can afford to make the source public, since that makes it easier to let others fix your errors. Which is very likely to happen if you're not working on a paid project, for which you don't have any legal responsibility.

RedHat Enterprise Linux is $1000 for a license and they offer tech support and training. Fedora is the SAME thing just free and has newer packages and is strictly community driven and gets some support from RedHat. CentOS is RHEL but is free and has ancient packages like RedHat. They have ancient packages that are stable af because it's for enterprises. Fedora is just as stable and even better, but you need to be sure because places like the White House use RedHat for their servers. NASA uses Gentoo which is cool! But mainly Linux distros are made by hobbyists. The kernel has some proprietary binary "blobs" that are drivers made by companies and the developers are paid to make them from the companies so their hardware works.
