I haven't owned one but isn't Chromebook just like that? Very cheap and since you don't really require anything it should be enough. Buying a new computer gives you a warranty which you wouldn't get if the computer was used.

Uhm, how about an Intel compute stick? It's about 150 bucks on ebay and you can get one with either Linux or Windows preinstalled on it. It has a quad core clocked at 1.33 (burst up to 1.83Ghz), 2GB RAM, 32GB eMMC storage, mSD card slot, HD graphics, etc etc. You can just plug it into a monitor or TV with HDMI and it runs without even needing a discrete source power.
Not sure how this would run GCC but for SSH it would surely run fine.
