Just get a 290 and bios flash it to a 290X, use the saved funds on a decent heatsink such as the Raijintek Morpheus, and then overclock the cunt out of it.

I have a 290X and the stock cooler fucking screams under load (I plan on getting the Morpheus), mind you I could probably play with the fan curve more, instead of having 10% fan speed increments for every 10c on the core, but when a game kicks in, it quickly hits 80+C, and this is in a TJ08-E with a 180mm intake directly hitting it from about 2 inches away.

In early 2014 I had a choice between a 780 and 290x for pretty much same amount of money. I chose the 290x.
