What language should I learn to develop a website like pic related?

HTML and CSS should be learnt together.

If you want to make a fully-functioning website, I'd start learning PHP before JS. Because for the most part, JS is not necessary for a basic website experience.

its all coded in php. however, to make a website look old and retro (early 2000s) all you need is html css and javascript. the backend can be coded in whatever language you like, obviously; however, php does have that retro feel to it :D

www.codeacademy.com will teach you those things interactively and it will depend on your pace how quick you learn. The website in your pic should be doable in very short time by somebody who has some HTML5 experience.

Also BOOTSTRAP is the next big thing, I see no one took web designing seriously, but yeah bootstrap is being used like mad nowadays, so you gotta learn about it at work if you haven't or you can research it and practice before hand.
