Some security cameras have IR filters which are mechanically slid out of the way then the illumination is low. It's not an uncommon feature, really. If the cameras are monochrome, they possibly don't have filter IR light. RGB cameras are almost guaranteed to filter non-visible light.

Regardless, a strong IR light or laser will blind the sensor - just like any other laser. You might experiment with a webcam, as they have IR cut filters almost invariably.

Shining IR lasers at other people's property isn't very nice because they're more dangerous than normal lasers to human eyes.

Get one of those and mount it to some sort of stand with a ball joint. You can use your cell camera to see if you hit your target. It will be enough to disable but not destroy the target camera.

If it's wireless you could jam it, but that's risky as far as FCC or similar regulations go.

Most consumer security shit doesn't have IR cut filters. Get the camera model and we can help you out OP.

Not always, it depends on the particular neighborhood you're in. My parents live in a subdivision with a pretty wimpy HOA. Every year the association sends them a letter saying they owe like $75 in dues, and my parents throw it in the garbage.
