I like you. I have a friend with a Venue 8 Pro, I'm sure it'd run all that fine. But the 8 Pro is a bit pricy, consider other 7 inchers. I personally prefer smaller, but if you don't swing that way I'm sure there are cheaper 8"ers than the 8 Pro, that thing's getting kinda old now.

It uses file names to get the metadata. It uses TVDB for tv shows, so if your shows don't match up with the layout for TVDB, you'll have problems.

And like I said, you need your TV shows and movies in separate parent folders.

I have a dual core amd athlon 64 x2 dual core cpu and 2gb or ram and runs plex just fine. Then again, its running ubuntu server and not windows 8, but ive never seen the ram jump above 800mb of use. your milage may vary because windows, but it should still run fine.

Well there isn't much to say really, its a minicomputer based on an i.MX6 cpu (it runs Linux/Android/Free & OpenBSD/WinCE...).

There are many development boards based on freescale cpu, but if you're just looking for a small, low-cost computer I really recommend this.
The cheapest one is $80 and the most expensive one is $140.

I went from RPi/XBMC to this one and it works really well.

XBMC is great if you only want to use it on one device. The main advantage of Plex is having multiple clients that all share the exact same metadata because it's all served from a central media server. Whereas XBMC is stand-alone.
