Nah. It's rarely an aesthetics decision. It's usually IT not wanting to/being incapable of doing the upgrade(s), loss of compatibility with software deploys (whole company uses X, new OS won't run X and makers of X will not be patching soon), and bean counters being short-sighted about the upfront cost of upgrading vs. cost of maintaining legacy.
