The biggest Problem with Portable Devices is Heat. Even an shitty Intel Atom with its iGPU needs to throttle down to not get too Hot with the Cooling available in these Devices.
DSL vs Cable Internet? Which one is better? Considering there's no fibre internet available, of course.
From my knowledge and experience, I prefer DSL to Cable. VDSL2 to be exact.

Contacted a cable company employee about the network situation in my neighborhood, and received this answer:
