Let's say I made a game like blackjack in C++ that is command line only. If I am using linux with gnome I can turn it into a graphical app using gtk3. Let's say my friend doesn't use gnome on linux. He uses freeBSD xfce or KDE, or something else entirely. My command line app will still be fine for him, but can I send the gtk3 gui app? If not would I have to make the whole thing again using qt or something else? Is there a more basic x-11 app making library that works with all of them? Sorry if this is a dumb question, I am kind of new to programming and linux in general.

No, the graphical library you use has nothing to do with the desktop environment. It should work as long as he uses Linux. Also BSD but you'll need to recompile.
This is all true and this has all happened to a family friend of mine. I am leaving out some details to protect her anonymity. I don't know if this belongs on /g/, but I am helping her to secure her computer and I want your help.

You know how in movies a government agent will infiltrate the mafia or a gang and then arrest all the members? My mother grew up with a woman whose father was a powerful drug dealer. She graduated and joined the military and became an accountant there and when she got back she married a man who she thought was her husband. They didn't have any kids but they lived together for about 5 years. One day when she got home, he told her "I'm not your husband, we're not married, I am a member of the DEA, ad your father and all of his friends are under arrest." She tried calling him, but her phone had been disconnected. She managed to rush out and warn her father, and he got away. When she got back to her house, all the locks had been changed and she had no record of ever living there. He hasn't been seen since.
Here's where it starts to get creepy.
After all of this happened, she tried to get her life back on track. She became an accountant, but she could tell that people were on her computer remotely, because it would move on its own and she would sometimes lose control of it. She could also hear recorders or people listening to her phone at work.

What is the ideal cookies policy to ensure relatively usable web experience whilst maximizing privacy?

Cookies aren't the only web tracking mechanism, you'll also need to disable Safebrowsing, Flash, ads, WebRTC and preferably JS. Also, if you use any Google services, make a separate browser profile just for the botnet activities. I'd recommend using the Rebrand extension to tell profiles apart.
Google Safebrowsing used to simply give you the list of malicious websites, but now it demands that you send all your URLs and hashes of downloaded files, and it never really blocks anything anyways, so use Disconnect's malware domains list for uBlock Origin instead.
As for your policy on cookies, it's perfect.

It does, search for "browser.safebrowsing.enabled" in about:config. For some reason setting it to false will not actually disable it, you need to add a few lines to your user.js.

Add this to your user.js (should be in the same folder as prefs.js in your Firefox profile folder), restart Firefox, close Firefox, delete "cookies.sqlite" from your profile folder and start Firefox again. This will disable Safebrowsing, remove Safebrowsing URLs from URL Classifier and also delete the Google PREF cookie (along with all other cookies) which is created during requests to Safebrowsing.

As long as you upgraded before the free offer ended (or after with accessibility stuff turned on) then you can upgrade to a valid Win10 install whenever.
When you "upgrade", MS will remember your hardware so there'll be no problems in future activations. You also already own the license so you can use your W8.1 license key to activate W10 if something goes wrong (if you change hardware, for example).
