Can someone please explain this to me?
I'm especially confused because consoles aren't even using ultra settings like on pc, so those specs should be easily capable of achieving 1080p 60fps minimum fps, yet alone average.
On desktop you can easily get 60fps in most games on low or medium with a HD7790 or 7770, why can't the 7850 in the consoles compete?

My 260x is plenty for gtav medium and bf4 high.

You don't even have to do that. You also get additional latency in fullscreen when you turn that on.
It's good if you don't have a compositing WM (you could just use compton though).

Why is porting games to PC such a difficult process?
I can almost understand why between consoles is difficult, but wouldn't porting to PC just require compiling it for pc? I assume there'd be issues with optimization, but just getting it to run on pc should be pretty simple, right?
