Is there a /g/ consensus on buying secondhand electronics? What is the difference in buying a used smartphone to a used graphicscard? How do different things age and wear? Also what should one generally look out for?

Like everything, they're certainly worth buying if you're getting a deep discount over new or they don't make them anymore.
Before 2009, I could suggest used graphics cards, but now you're pretty much guaranteed to buy someone's damaged bitcoin mining farm cards if you buy AMD used.
Even if you buy Nvidia, the previous owner undoubtedly shortened the lifespan of the card significantly by overclocking.
So don't buy graphics cards used.
Make sure to sanitize everything with isopropyl alcohol, and do not buy bed-bugs ridden thinkpads.

I live in the UK and the GTX 1060 is £260, RX480 is £240.
The RX 470 seems to be at an attractive price point of £205 inc shipping.
Now I have a 4th choice, I can buy a GTX 980 for £200 shipping.
I'm currently on a GTX 770 2GB. At the moment, the biggest issue I have with the 770 is the 2GB RAM. Games like GTA V use more than that with the settings turned up.
At the moment I'm leaning towards the GTX 980 as it's the cheapest and I don't have much money to spend on this.

At that price point I'd go for the GTX 980. The RX 480 is still hard to come by in the UK unless you're willing to pay a stupid amount over MSRP.
The GTX 1060 is not really worth the extra £60 for what is roughly the same performance. The 980 edges out the 1060 in most games by a small margin anyway.
The RX 470 is overpriced, don't bother with it. AMD should have launched it at £149.
