you just traded more noise instead of a bigger heatsink with the same TDP and less noise, there's also the chance the thing leaks all over your components, you could theoretically also reuse a heatsink for decades but a CLC would certainly need to be replaced

I have not turned this thing on yet. Some IT guy installed Windows 10 on it, drivers for 1070 and all that jazz, but it's basically virgin.

I'm building a cheap ass rig for video editing, the gaymer inside my kinda wants this side panel version of the 300r case, are they worth it? or are they gaudy scratch magnets?
I have that case just without the see through sides.
If the side panel is plastic, it can scratch easily and will just tarnish over time. If it's some kind of glass, you're good.
Case is real solid too. Big fan of being able to just slide in hard drives and lots of holes for airflow. It is weird that there's no filter on the top.

it serves it purpose mostly, but its a bit undercut by the 1060 that can edge it out in many situations. But regardless, the 1060 does cost more.
The 480 fails in regard to the RX 470. The 470 is cheaper and offers practically the same performance. It doesn't do enough to differentiate itself from the 470.
If we simply look at the Polaris line: yes; Polaris was a success. But individually, the 480 is stuck in a bad position between the 1060 and the 470.

LunarG has a Vulkan SDK you can use.
It comes with examples, and there's plenty of documentation on LunarG's website to help you get started.

Could be the PSU, the GPU or even the Ram.
Try to remove the GPU and run the onboard graphics to see if its still happens.
