What you choose should depend on your needs and objectives with the build. We don't know what you want from your home file server. I had a build with an ancient Atom D2700 and it managed to max out a 1Gbps link over Samba just fine, as well as handle OpenVPN at 100Mbps.
If something like that is your goal you don't need much CPU power at all. Depending on what else you want to do, it can change drastically. For instance if you're also thinking of high-quality video transcoding, you may need something faster.

It's a file server/NAS and an FTP server on a VM. I might use it for streaming, but the primary purpose is to make certain work-related files available to any laptop, tablet, or desktop that's in my network. I might also try running an SSH service on it so I can securely access the FTP server outside of the home network in case I lose my portable drive.

ASIC costs millions to develop.
An ASIC is a CPU purpose built for a particular task, it can be literally anything from encoding video to AES encryption, or crypto-mining.
However unlike a general purpose CPU an ASIC can't be told to do anything else besides what it was built to do, it can never do anything else. An FPGA is similar in that it is purpose built for a specific tasks, but it can be reprogrammed with special tools.
Generally you'd use an FPGA for design/ testing and move your design to an ASIC for production
What you mention with RPi's simply isn't feasible. They use general purpose ARM cores.

I literally tested chairs out that looked comfy but was not. Hell, some armchairs at my local thrift stores looked like a pain, but was very comfy.
To stay safe, go for big&tall chairs and $150-$300 price range since you are just looking around.
