Is it illegal to program and create malware? I mean really dangerous stuff, like rootkits, even cyberweapons 'capable' of destroying real world public/private infrastructures. I want to know if it's legal to make it not if it's illegal to actually use it and cause damage.

You don't get it. The point is that they're not going to hire you - if they can't find anyone to fill the position (anyone means you, the qualified person who wants the position) then they can declare that they need to import an H1B worker.

I don't think I have ever had this happen while using Fedora, however it is likely that it just waits to process the update on shutdown/restart. I could be wrong but I just don't remember seeing a dialogue like that one. Only time I remember a restart has been "highly recommended" is when using dnf to update the OS.
Either way I wouldn't be too concerned it seems to be the exception rather than the norm for linux systems in general.

The humble bundle for gamemaker looks fantastic, cost-wise you'd be saving hundreds of dollars if you get all the modules. Why are they practically give it away? Definitely getting it, I liked playing around with it in a game design class I took as an elective, and hell Undertale was made using it. Say what you will about Undertale but it was well made.
What are your experiences/opinions on Game Maker?

What's the best way to acquire PC equipment (low-med quality, inexpensive) for just messing around with and building random networks?
I've pretty much chalked it down to a few options at the moment:
1.Get a job and buy new stuff from official retailers
2. Scour auctions for cheap old equipment
3. Dumpster dive electronics retailers in industrial areas
4. Shoplifting
5. Break into random peoples houses and strip their PC
6. Buy random chinkshit
7. Go business to business and ask for old equipment they were looking to dispose of
Does anyone have experience with any of these options?

It's not Arch + installer. It's a fork that receives its packages later than Arch does, and for a while that included security. No the best Arch is Arch. Anyone who doesn't agree, couldn't follow instructions and install Arch. Its so easy you could install it.
