I'd like to purchase a Netbook, most likely a used one, for general browsing/text editor. Basically what they are meant for, eventually goofing around with Linux and what not.
I'd like a 10 inch display and I don't want to go north of 100 €, used.

The 'notebook' nomenclature isn't really in use anymore. You have chromebooks, and you have the cheap windows curiosities that have been brought out as a response to chromebooks but windows struggles on the budget hardware. Best to get a chromebook and install linux using crouton. You can't really do it on one of the windows 'cloudbooks'(or whatever they are calling them) because of the type of storage they use and in some cases the x32 cpu instruction set.

Don't expect much out of it except for web browsing and writing stuff, not good for much else. If that's all you need then it should serve you great, I've heard battery life is great.

if you get a fanless one then second hand shouldnt be a problem because theres no moving parts.
However, they are built cheap and tend to fall apart after a year or two. An open box one might be a better idea.

Recently my ISP switched over to IPv4 & IPv6, and it fucking sucks. It affects my games that are bandwidth heavy (GTA V, Arma 3, etc) and its obnoxious. I pay for good internet, its been smooth for years until last week. I now have latency problems, long load times, cant connect to lobbys, even YouTube is slower now.
How do i fix this? If this is the future of internet i cant deal with this.

It is totally Turing complete despite only supporting the creation of anonymous functions and their application.
