If you're skilled and you wish to make music which is somewhat natural, pick up an analogue instrument. A normal ear will pick up any human elements when you play the guitar or drums or whatever.
If you're wish to cheat time, then VST all the way. The good ones are very very very expensive, the cheap ones suck and sound dry and robotic.
VST is fine for electronic music, but don't expect to create your own wind orchestra.

I am newer to making PCs and buying parts and what not.
I do a lot of research before I buy something but I still sometimes come out feeling uneducated about the product. For example, I would like to purchase a RX480 soon for a GPU upgrade to my old R9 280
I have been reading and reading and it seems like the way to go but then I read threads here and people say to skip the 480 and get a nvidia 1060 OR just wait for AMD to release their new cards?
Basically, I am just doing info gathering. What is the best option? Again, I am not too familiar with how GPU manufacturers release cards or which cards out perform which cards. I try to do research though.
I guess my biggest concern is buying a new card and then AMD announces their new card in a month or something.

I bypassed the administrative password and changed the Parental Controls but there still seems to be restrictions internally.
There are restrictions on apps like : messages and steam

I noticed this problem when I started up games and my screen would actually shift to the left and fuck everything up, the games would crash.
Now I am getting constant minor flickering horizontal lines even with just a browser open.
I can still use the computer to do basic shit [spoiler]like buy a new computer[/spoiler]
But I was hoping someone had a solution I could try because reinstalling drivers did not help
