What's a good budget netbook? I'm looking to use one alongside my PC to take notes at lectures,etc.

Netbook isn't the word you're looking for. Netbooks were slow pieces of shit that died out about 6 years ago. You're looking for a tablet pc or an ultrabook
If you're looking to take notes on the cheap take a look at a used x200t or x201t
Just make sure to pick something with an active digitizer

The filesystem shit is a no-brainer but no major OS vendor wants to do it. A ton of software exists to get around the lack of a proper database in the filesystem.
The overall opinion of the piece, that desktop operating systems are all shit and bloated with legacy bullshit, seems really true, though. I'd love an OS redesigned from scratch without all the bullshit bogging it down, and that includes a ton of shit legacy software, both free and proprietary. Both POSIX and Windows are such a fucking bummer.
