3) It will be executed by a group of 5 second year CS students for a time-period of 4 months (as an orientation for the difficulty)
4) We are allowed to use everything done before us, but we have to add value in a way.

The situation with Signal is weird. Yes, it is potentially the most secure chat client normal people can use. But...there's a problem. It uses Google Cloud Messaging. There was a fork called LibreSignal which used Websockets, but the dev didn't approve of it, since they were using the Signal name, and HIS servers. Also, F-Droid isn't the most secure thing out there, so the dev pulled it out of there, too.
The fork is still out there, and it's actively updated, by the way.

I thought about taking my T61 or T420 with me but I can browse more comfortably with this ipad mini. As a package this thing is very well optimized.

I'm from fucking roman(ia), and no. People here, and in our neighbour Bulgaria, are using Windows 7, sometimes 8,1, and some 10, because it updated by itself. Hell, I'm personally running XP right now.
Never seen somebody using apple computers - iPhones do enjoy some popularity, but the rest of the apple products? No.
Apparently GNU/Linux enjoys more popularity in Switzerland, Germany, the baltic states and the nordic countries. I don't know why it is so popular with people in those countries - but I'm glad.
