You need a back-end dev if your site is more than just a few static pictures and text.

is it going to perform better at "C:\files.wav" compared to "C:\folder\folder\files.wav"

So I found a computer in the woods. I disassembled it and cleaned off the parts inside. There was a bit of water and sand, but its dry now. Do you think any of these parts are salvageable/can be resold?

I'm sure everything is salvageable. I've trashpicked computers that have been sitting in the rain for weeks, and aside from a rusty case, they've worked perfectly after letting them dry.
You never know until you try though - put the thing back together and see if it works.
