What is this form called when you see in a book explaining general syntax for something?

I cant find anywhere the rules for writing this format, especially weird part is " [," , comma going after the opened parentheses.

Are there standardized rules for writing these prototypes?

Hey guys, the "B" key on my zalman k500 acts weird. Sometimes it works and sometimes it doesnt. I already tried to blow with a can of compressed air thinking it might have some dust in the switch but no luck.
Any solutions?

I'm wondering if anyone's encountered this problem before. The PC upon starting up will either take forever to reach the dual bios splash screen, or will just shut off on its own. Sometimes it will hit the bios screen on both monitors, then go to black, then hit the bios screen again, then black on an ongoing cycle. I haven't been able to get this thing to start up.

Here are my specs:

amd fx-8350 4ghz
gigabyte ga-970A-D3P
MSI Radeon RX 480 4gb
Rosewill 650W 80+ ATX Power Supply

Probably something with the motherboard or harddrive. Check to make sure your cables are fully plugged in before doing anything drastic.

I was just able to get it to boot and start up on Windows 10 from the HDD. What's strange is that for every 10-15 times the start up fails, it will start up normally and hit the splash screen, then load the OS from the HDD like there is no problem at all.
