I can login to administrator but I dont want my app to get blocked if some user who wants to install it isnt an admin.
I've tried all I know with batch/vbs scripting.

Because when you are viewing it from outside your own network, its dependent on your system to UPLOAD it to you.
If you have a crappy net connection with crap upload speed.. it will choke.
As well, there are different settings for when accessing remotely, defaultly drops the quality.

how do i transition from windows? i feel like i can't break myself off enough due to various programs i use, and while i like wine, i'm scared of being too fed up and just reverting to windows. i want to finally take it out of my life due to the various inconsistencies i've encountered in configuring wake settings and update management.
this isn't a question of what kind to use, but what attitude one should have when trying out linux. what prevents the whole "lol this sucks" mentality from people who didn't even read the manuals for packages and commands? i mean there is an inexorable amount of material one would have to read through just to get their wifi/touchpad/bootloader properly understood regardless of distribution, and that's not even going into other devices.

pick a distro that has a highly customizable UI so you can make it look and work like Windows. And pick a distro that is "one click" to install.
After trying various Linux distros over the years and failing to switch over, I succeeded with Linux Mint. It's painless to install and everything worked out of the box.
I don't miss many Windows programs (except Photoshop) but it's easy to dual boot once in a while to use it when I need to.

I came across two Intel Xeon E5-2697 v2 processors. I inspected both of them and one of them looked fine but on the other one there seems to be some issue.
I don't have a way to test them as I don't have a compatible motherboard.

Let me preface this by saying I don't think one way or another about Windows 10, I'm just here for opinions.
It's become a kind of a meme to blindly hate on Windows 10, people who have never tried it just blurt out "muh spyware and telemetry" because that's just what they heard. I don't care for blind hate myself, and I'd like to hear an objective opinion on Windows 10 with as many facts and as few emotions as possible.
I already alternate between Lubuntu and Windows 7 depending on what it is I'm trying to do, I only ever really use Windows for gaming these days. Microshaft seems to be trying their hardest to get most modern games to be arbitrarily windows 10 exclusive, so I feel like that's where I'm going to have to go eventually anyways. I figure if I'm only using it for gaming, I might as well think of it no differently than the Xbox One or PS4 I own.
What's your take on it, guys?

besides the tinfoil hats, the main reason to use linux/gnu over windows 10/osx is that it gives the user the ability to customize their own machine. I feel like it just gives more autonomy of choice to the user. Plus if your an IT asshat or an aspiring skiddy it provides a good learning environment since most servers are linux based. (centos, redhat, rehl, ect).
