Are all vpns the same? Currently I'm using CyborGhost or Operas built in VPN because they're free. What do you guys use if say you wanna download software on the sly?

I bought this used HP Elitebook 8460p and it looks like new and is really great. (Arrived yesterday.)
When I first tried to start it I had to push like 4 times the power button to get it turning on. Didn't think much about it but then I had to push the button more often to start it and now it's completely not turning on.
I can start the laptop with the "Browser button". Then comes this error and it's booting normally after clicking enter.
So, should I just send it back or should I ask for a partial refund like 1/3? Would be 50€. (Starting with the browser button works, though.)
Or, even better, do you know how to fix hits?
