I'm learning Web Development on the side of my normal 9-5. I have a pc at home that I use for it. But I'd like to have a laptop to take to work and learn and dick around with there.
I'm not playing any vidya on this thing at all. Going to be completely productivity oriented. Not even worried about the OS, literally whatever works.
Tl;dr: Any recommendations for an inexpensive laptop to practice Web Development, and maybe some minor other programming?

Your computer is simply acting like a normal machine. Every half-assed PC that is post-2010 does that shit. Spins up the fan, refreshes the memory, may spin the HDD a few times (if you have one) all the basic stuff. Think of it like some dude waking up in the middle of the night, stretching, looking at the clock, and then immediately rolling over and falling back asleep. Everytime your PC twitches without you touching it doesnt mean the fucking botnet is coming for your CP.

eduroam is not exactly your everyday wifi connection. I needed to read our uni guide to connect to it on windows as well.

You'll need it the guide for maybe XP.
On any modern Windows you just click connect, type your username and password and that's it. That's how I've always done it.
