If on wifi: change channels on the router, there may be too many wifi APs in your area using the same channel.
If on ethernet: check how many people are connected and if they're using bandwidth or not. Also check windows's "resource monitor" and check if any programs are eating internet bandwidth and either uninstall them or block internet connections through your firewall.
