It's not. usually a programming language is supposed to interact with the machine it's running on, to display graphics, text, calculate instructions using the procession power etc.
It's not turing complete, so I don't consider it a programming language.
It's a declarative language for retrieving and manipulating tables, it would be a pain to do anything else with it.
