How come my processor is throttling under load? Power settings are set to performance, min and max processor state are both set to 100%. I recently cleaned my computer out so I don't think it's dust/heat.
This is Windows 10 and I don't think I ever had this problem under Win8.1 or Linux. Has anybody else experienced performance drops with Windows 10?

Basically the fan and heatsink just cools the vrm and ram and shit, while the water cooler keeps the chip cool

I'm trying to build a single GTX 1080 gaming machine. I want to do 1440p at 144hz on ultra. Maybe some 4K stuff but I don't really care about it.
What's a good price for such a system with NO accessories? Don't include a monitor in your quotes either, since I need one of those anyway.
I priced out a system on Cyberpower that was $1700 built and shipped, including storage.
I also priced out a build my own type deal on newegg for $1350, without storage (would just use my old drives).
Both systems are GTX 1080 with an i7 6700k. The cyberpower comes with some free little stuff, as well as a nicer case + windows 10.
Do I need the i7 and 1080 to accomplish my goal? My current computer is an i5 3570k with a GTX 670 2GB which has served me very well, but it is beginning to show its age. Also, I always felt like I would have been happier had I spent the extra cash to get what was, at the time, the top of the line components.

Yeah I would say $1200-1400 sounds about right, depending on whether or not you get the 6700k. I don't think you need it for gay men but it can give you benefits occasionally with the right program.
The 1080 is pretty needed for 1440p if you're actually aiming for 144hz or close to it, but imo the 1070 is a much better deal, and can do most of the stuff the 1080 can for $250 less (the 1070 can max games at 1440p/60fps, and get to 144hz usually on not-max settings or older games)
I'll also say that waiting for a 1080ti will be nice, it IS a real 4K card and will likely make 1080s cheaper when it's released
