The $90 B350 boards are good for 3.9ghz all core at the very least.
If you're lucky with silicon, I've heard of some getting almost 4.1 with them. They'll handle at least 1.35v fine, basically. https://docs.google.com/spreadsheets/d/1Dbt_7FiD8hTo2uuOIKBE3ATCDRqVRpAHFsKnieEncv0/edit#gid=87938175
Personally, I'd OC whatever you can get on around 1.25-1.33v. They put out too much heat after that. A B350 board will handle that fine so there is little point in getting an X370 unless you want the extra features. The VRMs on most B350 are fine.

What is the best way to start learning about how hardware works?
Do I have to study physics from scratch?
Is there a top-down approach to learning hardware? Like, will learning about Arduino or Raspberry Pi help me in understanding how hardware works?

Yes, you can tell the difference. I prefer FLAC but if there's something I like that's only in a lossy format then I'll just listen to the lossy format. My music folder is probably 90% FLAC.
