I've been having screen tearing issues in YouTube and windowed games for a very long time, and I've only just realised what's doing it, the Windows Classic theme.
Is there any way to force vsync at all times other than re-enabling aero? As without Aero you windows doesn't use it's own vsync abilities.
More people use Windows 7 than 10

For whatever reason WinClassic isn't hardware accelerated, it's fully software rendered. So as you said, Windows doesn't bother to vsync it. Unfortunately it's pretty much deprecated even by Windows 7 standards.
