I am playing a 4K video file on a R9 390 graphics card. When I choose the image downscaling option to Jinc or SSIM it starts freezing the video while the other options such as Spline and Cubic don't seem to freeze the video. How do I fix this problem?

Friendly reminder the 1700 is not the CPU to get if you care for electricity usage and also don't want to dig into liquid cooling.
To reach 4Ghz all cores, you have to up the voltage above 1.45V which results into 200W+ power consumption under load.
I am 100% sure, that this will also apply to the Ryzen 5 series.
The moment you overclock all cores, the power consumption and heat dissipation increases monstrously.
You can reach Intel performance with OC, but Intel is still the way more efficient CPU.

It's 10000% better than trying to do it on Windows, that's for sure. You'll want to hang yourself just getting git and npm set up on a windows machine. The only reason it's not Linux is because nobody sells Linux laptops in quantity for large companies to buy for all of their employees.
Mac is, essentially, the only option.
