I am. It's slowly killing my USB from it being a rolling distro but I'm too lazy to shrink my laptop's HDD partitions to make room for it.
The manufacturer used XFS on the /home partition and it can't shrink live so I'd have to backup everything.

I have fell a bit out of the loop when it comes to TV's, whats the best technology to look for at the minute?

Also why hasn't a proper OS emerged for televisions in the same vein as apple TV, chrome cast etc that will be future-proofed with updates and what not?

Yes. Even operating systems. Microsoft peaked with Windows 7. Ever since then it's been a mess. Now they're just sloppily sewing a bunch of code on top of Windows 8 and calling it Windows 10. More blue screens, more freezes, more crashes, more updates that fail.

I feel like that plays a significant role. With a company as large as Microsoft, it isn't completely far-fetched to think that a lot of the bad stuff can be traced back to some bureaucratic HR team full of fat women that don't know or care about tech.

I want to use a crappy old laptop as a simple server for low end tasks. It has a dual core athlon 64 with 4GB of DDR2. Is there an actual benefit of using a 64bit OS on an old computer like this?

A lot of distros are dropping 32-bit altogether. If everything you need is there and you aren't even gonna use all of your memory it literally doesn't matter though.
