Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with exceptionally good stock coolers. (with the exception of the 1600X) consider using them over any sub 35USD cooler.

Yes it is. Even then a lot of users go for a 1600 or 1700 still because they might benefit from more cores better, but the 7700k still bests anything at high framerate and also some productivity software like Photoshop and such (anything that doesn't scale well from threads)

I see a contradiction here: Tor uses ed25519/dh1024/rsa1024
Also, nobody uses RSA for anything else than signing the DH key (and nobody uses DH for anything other than key exchange) which means that you probably use a symmetric encryption algo in order to encrypt the actual data (which is probably AES128).

C is the closest to a real "computer's language", Python is more productive but also more distant from the hardware
