Always consider an SSD. Try buying a large SSD for what you'd pay for your SSD+HDD combined, and add a HDD later
NVMe SSDs aren't for a faster OS boot, they're for productivity/scratch disk/VMs. NVMe and M.2 are not the same thing, M.2 is a form factor.
The Ryzen lineup comes with surprisingly good stock coolers. consider using them over any <$30 cooler.

I have preordered a gtx 1060 from amazon however I have no idea when it will be in stock, it might be next month, maybe in 3 months, maybe in 1 year.
There is a used very good condition GPU (only some cosmetic wear) with 30 days return, I am thinking of getting it and returning it on 25th day and re-preorder a new one, but I am afraid that they will restock the GPUs before I return the used one resulting in price spiking and me being unable to buy one.

Have you tried a different OS? Like a live USB for Linux or Windows if you're already on it. See if the problem keeps happening.

I like Python though I never learned it. I can program in it just by its similarity to Lua and with little peeking in the docs.
I tried many languages but I'm too lazy to learn them some more. Among them Haxe and JS are pretty neat. Haskell sounds nice too but that's the only functional language that I tried so I can't tell if it's good or bad. It's different.
