If you're saying that poorly ranked undergraduate/overall institutions sometimes have individual departments that are excellent, then you are correct.

But that doesn't mean that the quality of the department doesn't affect admissions/instruction quality/funding.

It just means it doesn't line up with the public perception of the "best" universities. Though the big tier Ivy/Chicago/Berkley schools generally have all around good grad programs.
