No. I've not tried 11 reps of 115 ohp but I could probably do it (did 5 reps of 135 the other day). I bench 190 3x5 with relative ease and I don't have an impressive chest. If you're benching 165 max something is wrong.

More than 0, less than 500. Some people have impingement issues and can't bench at all but can still OHP. Some people have crazy dominant chest strength and can bench triple what they OHP. There isn't a hard and fast formula.
