Week one, 103lbs. (Lost 4 pounds already)
Increasing protien and working on strength training in lower body (obviously, the ass mostly, already have decent calves from walking across town daily). Attempting to tone and slim belly.
"toning" is a buzzword without any real meaning, you have to put on muscle and decrease fat to look aesthetic, also toning is often associated with doing shitloads of reps in a belief that they somehow "tone" the muscle without growing it.
And about slimming that belly... you can't reduce fat from a specific spot, so the only way to do it is to decrease BF in general
Oh. Thank you for elaborating. I had no idea. I'm at the point where I'm unsure what to eat. I'd like to lose belly weight, but any calorie restrictions (from what I've been told) would greatly inhibit any kind of muscle growth. I've also heard that cardio based workouts are slimming but limit your ability to put on or keep muscle as you said. I'm seeing a handful of different approaches to the same issues and rather unsure how I should go about my goals.
/fit/ is generally in favour of fitness through strength, but of course it depends on your goals. You really can't go wrong with a strength training program as long as you do your homework and don't hurt yourself. Assuming that you do this, you really have two choices. Option one is a body recomposition, where you eat at maintenance calories and gradually swap muscle for fat. Option two to is to eat over maintenance and gain both muscle and (a bit of) fat, then cut the fat back down after the fact. Up to you.
The other poster's point is that muscles are bigger or smaller (not more or less "toned," whatever that is -- mostly a word magazines use to sell copy), and you have more body fat or less. How you look depends mostly on those two things. When people say that they want to slim a particular part, it's often because they think that spot reduction works (the only way to spot reduce is surgery, and that's temporary.)
If you don't know what to do, then learn to lift heavy. You won't get big and mannish, you'll just look and feel awesome. Here's one possible plan, but of course there are other ways to do this:
Eat a bit above maintenance, heavy on protein and vegetables. Common supplements include multivitamins, vit D3, creatine, and protein isolate (the first two will improve general health and mood, the latter two will accelerate muscle growth.) Eating lots of protein will promote muscle growth and suppress your appetite for junk outside of meals.
Do 12 weeks of Stronglifts 5x5. Get a friend or trainer to show you proper form, or look on Youtube for advice and go slow until you understand the movements. There's some excellent stuff out there. Alan Thrall's videos are top notch.
Switch over to Ice Cream Fitness 5x5 after 12 weeks or whenever. It's basically Stronglifts with a bunch of accessory exercises so you don't end up with strong legs and weak arms.
Find your way from there.
Stick with this for a year or three = victory.

I've found a coworker that's been doing similar routines and they've been helping me push my limits. I don't trust myself with the "cutting" methods I've seen, will likely Have been eating eggs and nearly a whole chicken breast a day. Carrots are about as far as I've gotten into veggies thus far. Will try to lurk more and pick up better eating habits and make use of those videos. I already have a small collection of them, though some are my dad's (T25, Beast workouts, etc) and seem too easy/I've been attempting them with little results. Arms are fine due to the job I have, I fear if they get any more muscular (with my shoulders, as broad as they are) I'd look manish. Will look into, sticky as well (sorry for the bother, first time here)

I heard Romanian Deadlifts are one of the best exercises you can do for hamstrings and glutes, problem is it strains my elbow and i'm not even using much weight to start off with. Anyone know what might be the problem? I'm kind of new to lifting in general, even my squat form is just barely acceptable and it required some research and work to get it there.
