How can i lose fat in my hips

Im 21/m and im quite chubby but the worst thing is my hips and thighs are way bigger compared to my body. I cant even buy clothes properly due to my waist. I often see fat guys bigger than me or even morbidly obese yet still smaller size pants than me. I can never get naked in front of anyone with this body type. Im thinking of liposuction in my hips but im scared.

Please suggest some diet and exercise to lose fat especially in hips and thighs.

Is there such thing as the healthiest weight for your size?

I recently lose some weight and I'm trying to figure out exactly what is the healthiest weight for a 20 year old male whose 5'10.

I know 10-20% body fat is a rough estimate but I need a certain weight to try to go for before I can start bulk/cut.
I was 280lbs+ at my heaviest and I'm 190lbs right now, any idea on what I should drop down too?

I'm currently in college (major is theology; I'd like to be a Christian writer and preacher), and I'd like to make the most of my last year and a half of college. Mainly, I'd like to start getting stronger, building muscle, and working my body and mind to the point of total exhaustion. Thing is, I've kind of spent my life studying, never working out (remember the guy you grew up with who spent his spare time reading The Odyssey instead of going to parties? That was me. I guess it still is, in a way.) and so I'm not sure where to start. Any advices?

I had been doing situps for a while but I felt discouraged due to the fact that spot reduction isn't real. I don't lift weights but I recently began using some old 10lb dumbbells that I had. And doing pushups. I've been doing 20 pushups a day as I can't do more than that. But it's better than when I couldn't even do one a couple weeks ago.
