You can do both right now.
You're probably pretty damned untrained and fat as fuck.

You can lift to build mass+strength and eat at a moderate deficite and gain mass and lose weight. For a while.
After that you're going to have to decide if you want to continue to build so you'll have to eat at maintenance or a slight surplus OR you'll have lift only to maintain what muscle you have and continue to drop weight.

It depends what body fat percentage you're currently at. If you are sub 20% then my advise would be to eat in a caloric surplus and bulk. If you are 25-30% eat at maintenance and recomp. If you're above 30% (literally a whale) cut. Easy

He clearly has some muscle but in the right places to make him pop out. I'd say focus on the incline press, upright row, side lateral raises, biceps curls, 21s and hammer curls. Don't do heavy ab work so you won't overbulk them.

I understand genetics is a cop out to some, but personally I have lived the exact same life style as normal sized people and only gain wait. I never eat bad, and I eat normal amounts. I walk a lot and have a fitbit to make sure.

There is a lot of evidence to suggest some people store weight easily and have slow metabolisms.

In the interest of open discussion, can /fit/ concede that some people AT THE VERY LEAST find weight loss much more difficult based on genetics?

I'm not saying it's impossible, but it's a lot harder for me than you lot.

I'm trying to cut out chocolate from my snacks and eat healthier. I was looking at protein bars but goddamn they are expensive for just a pack of 12.

Are protein bars worth it?

Whats the best value protein bar?

I just wanna use them to replace my bad snacking habit of chocolate.

Chocolate isn't "bad" if you can control yourself to a few grams a day.
You could also make your own bars, with PB, prot powder, oats and water, adding powdered cocoa. Still, a small bar will be about 230Cals, whereas a single dark chocolate square is around 70 cals...

GOMAD is meant for hungry skeletons to put on weight really fast so they don't immediately stall on their noob progression. Milk has a ton of fat and protein so they put on a lot of weight quickly and get their nutrients.
