It can work but it won't be easy. Your body will want to rid itself of the lactose. But you need to keep it inside of you long enough to build up the proper enzymes. A squat plug should do the trick. Just don't allow yourself to shit for 4 weeks. This will essentially allow a keifer to form im your large intestine which will populate your gut with everything you need to digest milk moving forward. Unfortunately just drinking keifer wont work because your stomach acid will kill the beneficial enzymes.
No, lactose intolerance isn't (usually) due to lack of exposure, its more often just due to a lack of the necessary enzymes (lactase).
The good news is you can buy lactase in a pill form and take it with your milk, it should help quite a lot.

There are a couple of things I'm basing this on:

ofcourse you can shift the focus to specifically improve in one exercise, powerlifters do it all the time. at a certain level it is rare to improve all 3 of the big lifts at once. usually only 1-2 of them go up and the 3rd will stall on any given program.
that being said as a novice lifter there is no point in doing this because this is a time in your lifting career where you can constantly improve all your lifts and dont need special focus or an increase in volume to do so.
So in essence lift heavy, put in the work and once you can rep 1/2/3/4 pl8 for 5 reps or so you can think about more complex programming.
Does anyone on /fit/ also snack on pickles? I've found that I can eat them and get full really quick and still lose weight as normal. The only concern is the sodium, but it hasn't really affected much.

If you're not overweight you can absolutely run everyday. Just don't push yourself too hard and only increase volume at most 10% per week.
If you are overweight I would stick to doing high impact cardio like running only 3x a week and do low impact cardio like biking, rowing, the elliptical, jump rope, etc. on your other days.

People binge when they are bored or their mind isn't active. Find something to do.
You should plan for a small snack at night, something reasonably healthy such as fruit.
Beyond that, remind yourself that you always feel like shit when you binge and that you will be happier if you didn't. Internalize the connection between binging and disappointment.
