BMI is horseshit if you have muscle mass. Try to get down to a healthy BMI if you're a fatty (I think 18-22 is healthy range) then lift and put on muscle. It'll provably make yoiur BMI go back up because you may weigh more, but you will look better. Bodyfat% is better to focus on anyways. Keep it between 16-23% depending on your goals, usually anything below 15% on women ends up in infertility

You can cook them any way really. If you do the above you can use water or any other substitute for milk, obviously don't need the cinnamon, and can add any other fruit, frozen berries work well but if you're using frozen fruit add it after you've cooked the oats.
Overnight oats. Cold and delicious.
